Along with the entrance of new patients to the Youth Detention Centre, strange drawings begin to appear on its walls. One of the creators is Ehsan, a deaf-mute teenager who communicates through art. During his internment he learns that his sister is in danger. Now he has to find a way to break out of prison to save her. The Sea and the Flying Fish invites the viewers to see the youth and their problems in a fresh way, and takes them on a thought-provoking journey.

نوجوانی ۱۷ ساله به نام احسان که نه توانایی تکلم و نه توانایی شنیدن دارد بدون ارتکاب جرم در مرکز بازپروری نوجوانان بزهکار در یک منطقه محروم به سر می برد. احسان چند بار تلاش به فرار از مرکز بازپروری می کند اما
